Islam was not revealed only to Muslims in the narrow, sociological sense. Islam was revealed for all of humanity , and this is clearly established in Islamic theology and law (dalil naqli).
1. Conceptual clarification
In Islam:
“Islam” means *submission to Allah*.
Every prophet—from Adam, Noah, Abraham, Moses, Jesus, to Muhammad ﷺ—taught Islam in essence , even though their laws (sharīʿah) differed by time and people.
The followers of those prophets, if they truly submitted to God in their era, were considered *Muslims* in the theological sense , even if the term “Muslim” was not socially used yet.
2. Qur’anic legal basis (Dalil)
a. Islam is the universal religion since the first prophet
“Indeed, the religion in the sight of Allah is Islam.” (Qur’an 3:19)
This verse establishes Islam as the single divine religion , not restricted to one ethnic group or historical community.
b. Previous prophets and their followers were Muslims
“Abraham was neither a Jew nor a Christian, but he was a ḥanīf (pure monotheist), a Muslim.” (Qur’an 3:67)
“And Moses said: O my people, if you have believed in Allah, then rely upon Him, if you are Muslims.” (Qur’an 10:84)
“And when I inspired the disciples [of Jesus] to believe in Me and My Messenger, they said: We believe, and bear witness that we are Muslims.” (Qur’an 5:111)
These verses prove that Islam predates Prophet Muhammad ﷺ and was not exclusive to his community.
c. Prophet Muhammad ﷺ was sent to all mankind
“Say: O mankind, indeed I am the Messenger of Allah to you all.” (Qur’an 7:158)
“And We have not sent you except as a mercy to the worlds.” (Qur’an 21:107)
This establishes the universal scope of the final message.
3. Legal conclusion (Hukm)
Islam is universal , intended for all humans.
Prophet Muhammad ﷺ is the final messenger , and after his mission, following him becomes obligatory for salvation.
Those who lived before him and followed their prophet sincerely were Muslims in their time.
After his prophethood, rejecting his message knowingly constitutes disbelief (kufr), as per Qur’an 3:85.
“Whoever seeks a religion other than Islam, it will never be accepted from him.” (Qur’an 3:85)
4. Summary
Islam was not revealed only for an ethnic or named group called “Muslims.”
Islam was revealed for all humanity , across all eras.
The final and complete form of Islam came through Prophet Muhammad ﷺ , for all people until the Day of Judgment.
